The 20-year-old had previously been on loan at Eastbourne, a team in the National League South.
Additionally, he played in Spennymoor Town’s 0-0 draw with the Bulls in September while on loan there.
During his loan stint at Spennymoor, Bartley made six starts.
Bulls manager Paul Caddis posted on the team’s website, “Ryan has joined us on an initial short-term loan to add presence to our squad in the back line.”
